Empowering Women Through Unconditional Cash Transfers

Financial Sector Deepening (FSD)
FSD is Uganda's leading 'think and do tank' on financial inclusion and inclusive financial market development. FSD Uganda seeks to develop a more inclusive financial sector with a focus on low-income individuals (particularly women) and Micro, Small and Medium Enterprises (MSMEs). They support innovation, conduct research, help promote and improve policy, laws and regulation that shape the financial sector in Uganda.
BRIEF
The Financial Sector Deepening Uganda and TradeMark East Africa implemented the Emergency Cash Facility for Safe Trade For Informal Cross Border Women Traders project. The facility targeted women in Elegu town, a border town along Uganda and South Sudan. The cash transfer aimed to help jump-start economic recovery and increase aggregate demand in the local economy in responce to the impact of the COVID-19 pandemic on the vulnerable poor women who were previously earning a livelihood through informal businesses within the border districts.
Malaika Media a photography and video production company was approached to carryout the assignment were by we travelled to Elegu to capture (video and photo) during trainings, and interview women who benefited from the cash facility, SACCO leaders and trainers and related b-roll. We were tasked to conduct 21 personal testimonials and 4 interviews were conducted be done in Kampala.

PRODUCTION
We began by creating a script and story board and collecting references to guide the cinematography. Elegu being a border town, we approached police to know what activity the team was undertaking and for how long. Then, we set out to find the perfect Interviewees on the first day for each of the stories. We briefed the them on when we would be conducting the exercise and the questions to expect.
We provided the client with all the necessary assets and shared ready-to-download content for their distribution,- raw files inclusive.
THE CHALLENGE
Elegu is a booming town clamouring for services. Due to lack of hotels for accomodation, the team had to travel from Gulu to and fro for 5 days. This didn't hinder the storytelling exercise
THE RESULT
The resulting documentary videos featured prominently on the FSD Website and YouTube channel, quickly gathering thousands of views. But more than that, it served as a powerful tool in the organisation's advocacy sparking conversation, raising awareness, and contributing to the ongoing debate if cash transfers is one of the tools that can be deploy to alleviate poverty and advance women’s economic empowerment, even as they consider cultural and social contexts for implementation.
